Percentage change is the difference divided by the original value, times 100. Going from 40 to 50 is (50 − 40) ÷ 40 × 100 = 25% increase. A negative result means a decrease, so 50 down to 40 is a 20% drop, note it is not the same 25%, because the starting point changed.

Why is a 25% rise not cancelled by a 25% fall?

Because the fall is taken from the higher new value, so it removes more than the rise added.
